Man Found Dead In South Park Street
Homicide investigators are attempting to determine what unfolded Thursday morning on a South Los Angeles street where a man in his late 20s or 30s was found dead. The pre-dawn investigation in South Park took several turns throughout the morning, but authorities said they believe the man might have been shot before he was struck by at least once vehicle. A woman identified herself to police early Thursday as a driver who struck the man found dead at Vernon and Towne avenues. Police confirmed the woman remained at the scene after circling back to check on the man. Authorities later said they believe the man was initially struck by another driver in a black truck before the woman arrived at the scene. That driver left the scene, police said. Another layer was added to the investigation when the coroner's office responded to remove the body, but noticed what appeared to be a gunshot wound. Investigators are attempting to determine whether the man died due to a hit-and-run crash or shooting. An airsoft gun was found near the body, police said. It was not immediately clear how the replica gun, which fires non-metallic projectiles, is connected to the series of events in the South Los Angeles neighborhood.

New Data Shows Road Rage Incidents In LA Hit An All-Time High In June
If it feels like road rage incidents are happening more often, it's because they are. According to the Los Angeles Police Department, there were 90 reported road rage incidents in June, the highest number since the department began gathering monthly data. Crosstown at USC analyzed data from the LAPD and discovered that between January and June 2022, there were 459 road rage incidents, compared to 346 during the same timeframe in 2021 — a 32.7% increase. "More often than not, most road rage is just simply an accident," said safety expert Adam Coughran. He added that the accidents often escalate into violent behaviors. "He's break-checking me," said road rage victim Nakita. She said that the man that led California Highway Patrol on a wild chase and was eventually arrested in a Willowbrook neighborhood last October assaulted her. "I'm going to punch you," Nakita recalled the suspect saying. "I'm going to sock you. I'm going to hurt you." The LAPD defines road rage as assault with a deadly weapon while driving. In many instances, the weapon used is a car but in other situations, it could be a firearm. According to the report, there were 136 road rage incidents involving a firearm, up from 101 in the same timeframe last year.

California Man Arrested For Leaving Puppy With Mouth Taped Shut In Hot Car Outside Las Vegas Casino
A California man has been arrested in Las Vegas for leaving his puppy in a parked car outside of a casino in 113-degree heat for nearly two hours with its mouth taped shut, police said Thursday. Raul Carbajal, 50, of Corona Del Mar, was arrested on July 20 for “willful, malicious torture of an animal,” according to a statement published on Twitter by police. Police released video Thursday of authorities rescuing the puppy from Carbajal’s car. The video shows police putting Carbajal in handcuffs and checking on the 3-month-old husky, who had been in the car with no air conditioning, food or water, according to police. The puppy’s mouth was taped shut with electrical tape, according to the police report. Carbajal was reportedly gambling in the casino during this time. Around 3 p.m., police were dispatched to the parking garage of the Bellagio hotel on the 3600 block of South Las Vegas Boulevard following reports of an animal in distress, authorities said. Security personnel at the casino had spotted the puppy inside the locked vehicle on the top level of the parking garage, which has “no protection from the sun and is in direct sunlight.”

Men Accused Of Shooting Cop Planned, Filmed ‘Assassination Attempt'
The two men accused of a series of drive-by shootings that wounded a Spokane police officer on June 28 were said to be "lying in wait" to target police in an attempt to gain street cred for their gangs, according to newly released court documents. "This was an assassination attempt on a police officer," Spokane County Sheriff Ozzie Knezovich said. The sheriff's office is investigating the shooting. The two men, Isaac Ott, 21, and Ray Wynecoop, 22, filmed themselves in a video that showed them planning to deliberately target police in north Spokane, according to an affidavit of facts released from Spokane County Superior Court. Wynecoop said that he would do it again if he could get out. Both men appeared in court Thursday afternoon on numerous charges, including conspiracy to commit murder in the first-degree, two counts of attempted murder, four counts of first-degree assault and three counts of drive-by shooting among others. "I have done thousands of these, and I just got to say that I don't remember seeing anything like this before," said Court Commissioner John Stine as he presided during Ott's court appearance. "It seems pretty clear it was planned out ahead of time and the victims were specifically staked out, and there's a threat to do it again if you were able to be released."

LA County Health Officials Decline To Impose Indoor Mask Mandate Amid ‘Decent Decrease' In Cases
The Los Angeles County Health Department declined Thursday to impose a universal public indoor mask mandate, citing a "decent decrease" in cases and hospitalizations. Public Health Director Barbara Ferrer made the announcement during a livestreamed meeting. "Given the declines in case of hospitalization numbers, we're hopeful that the admission rate over the next few days remains under 10 new admissions per 100,000 residents and L.A. County is soon officially moved by (the Centers for Disease Control) to the 'medium' community level," Ferrer said. "As I noted last week, any indication that the county would soon be moving to the medium community level would be a good reason to not move forward with universal indoor masking." For most of the pandemic, L.A. County has required masks in some indoor spaces, including health care facilities, Metro trains and buses, airports, jails and homeless shelters. The new mandate would have expanded the requirement to all indoor public spaces, including shared offices, manufacturing facilities, warehouses, retail stores, restaurants and bars, theaters and schools.
