4 Teens Wanted In Connection To Deadly Stabbing Of Los Angeles Man
The Los Angeles Police Department is asking for the public’s help to find four teens wanted in connection to a deadly stabbing in early April. Police say 33-year-old Dominic Lord of Los Angeles was stabbed to death on the evening of April 1 near the intersection of Western Avenue and 89th Street in the Gramercy Park neighborhood of south L.A. Lord was transported to the hospital by ambulance and was pronounced dead at the hospital, LAPD said. Surveillance video obtained by LAPD homicide detectives appeared to show Lord exiting a bus at the intersection of the two streets when he was approached by four people. The group chased him down and he fell to the ground, where he was punched, kicked and fatally stabbed. His attackers fled the area on foot and were last seen running eastbound on Manchester Avenue. Police say the suspects wanted in connection to Lord’s death are two teen girls and two teen boys. All four of the suspects are believed to be between the ages of 14 and 16 years old. Video of the deadly attack shot by an apparent witness was shared by the Los Angeles Police Department on YouTube. Anyone with information related to Lord’s death is urged to contact the Los Angeles Police Department’s tipline at 1-877-527-3247. You can also submit an anonymous tip online at lacrimestoppers.org

Hit-and-Run Crash Kills Man In West Athens
A man was struck and killed by a driver who then fled the scene early Tuesday morning in a southwestern Los Angeles County community. Members of the LA County Coroner's office, the medical examiner's office, and CHP officers were on the scene in West Athens just after 6 a.m. The man was killed at the intersection of Vermont Avenue and 120th Street around 3 a.m. There was a wheelchair on the sidewalk near the victim, which investigators seized. It's possible the victim in the hit-and-run was in the wheelchair when he was struck, but investigators have not yet confirmed that information. The victim has not yet been identified by authorities. Authorities have also not yet released a description of the vehicle involved in the crash. The intersection does have a marked crosswalk, but it is not yet known whether the victim was in the process of crossing the street when he was hit. Lanes on Vermont were closed during the investigation, but they have since reopened.

LA Council To Explore How City Treats Black Female Crime Victims In Wake Of Teen’s Killing
The Los Angeles City Council on Tuesday unanimously approved a motion, introduced in January in response to the killing of 16-year-old Tioni Theus, that seeks an equity analysis of violence and crime targeting Black women and girls, how the cases are handled and the rate at which they are solved. The motion was introduced by Councilmen Marqueece Harris-Dawson and Curren Price on Jan. 26, more than two weeks after Tioni’s body was found on the side of the 110 Freeway on the Manchester Avenue on-ramp near South Figueroa Street. Tioni had last been seen Jan. 7 after telling a family member she was going to meet a friend to go to a party, officials said. “For the Theus family, it’s been an eternal nightmare that they will never wake up from,” Price said before Tuesday’s vote. “The cries of the community have called on us to be the voice for a young girl, a child, who had her life stolen away in the most horrific way possible.” The motion requested that the city’s Civil + Human Rights and Equity Department and police department make recommendations to improve equity and justice for all crime victims.

East LA ‘Ambush': Suspect Hurt In Shootout After Opening Fire On Officer, Deputies, Authorities Say
A suspect was shot and wounded Tuesday morning in East Los Angeles after a California Highway Patrol officer and L.A. County sheriff's deputies "came under fire" in what authorities described as an ambush. The CHP officer was driving a patrol cruiser about 9 a.m. when he "came under fire" at the intersection of Third Street and Ford Boulevard, sheriff's Lt. Patricia Thomas said at a news conference. LASD deputies who were in the area were also shot at by the gunman, and they along with the Highway Patrol officer returned fire, Thomas said. One of suspects, identified only as two men, was shot in the exchange and transported to a hospital, authorities said. The second suspect fled the location and remained at large. The condition of the hospitalized suspect was unknown. No law enforcement personnel were injured. A handgun was recovered at the scene, Thomas said. Video from AIR7 HD showed the rear window of a Highway Patrol car was completely shattered. Bystander video captured the moment a barrage of bullets were fired during the shooting. Investigators were looking to examine surveillance video for possible footage of the shootout, the Sheriff's Department said.

Just After Texas Shooting, California Senate Passes Texas-Style Bill Targeting Assault Weapons, Ghost Guns
Shortly after the nation’s latest mass shooting, which killed at least 18 children at an elementary school in Texas, the California Senate passed a bill Tuesday to allow private citizens to file suit for at least $10,000 — a bounty-hunter provision modeled on a Texas abortion law — against makers or sellers of untraceable ghost guns or illegal assault weapons. “We do have some of the toughest gun laws in the country,” Sen. Anthony Portantino, D-La Cañada Flintridge (Los Angeles County), told his colleagues amid news of the slaughter inside an elementary school in Uvalde, Texas. But public enforcement of those laws has not been enough to protect Californians against the “new wave of weapons,” he said, and private lawsuits would create “an incentive to get these dangerous weapons off the street.” Texas Gov. Greg Abbott said the 18-year-old gunman, who was carrying a handgun and possibly a rifle, was also killed. California Gov. Gavin Newsom quickly raised the gun-control issue. “Another shooting. And the GOP won’t do a damn thing about it,” Newsom tweeted several hours after the shooting. We need nationwide, comprehensive, commonsense gun safety NOW.”

At Least 19 Children, 2 Adults Killed After Shooter Opens Fire At Texas Elementary School
At least 19 children and two adults were killed when a gunman opened fire at an elementary school in Texas, authorities said Tuesday. Authorities said the shooter was killed on the scene by law enforcement officials. After barricading himself inside a classroom, the gunman "started shooting children and teachers inside the classroom, having no regard for human life," Lt. Christopher Olivarez of the Texas Department of Public Safety told CBS News. “Just a complete tragedy. An evil person going into the school and killing children for no reason whatsoever," he said. Authorities said the shooter entered Robb Elementary in Uvalde, Texas, at approximately 11:32 a.m. local time, after shooting his grandmother and crashing his vehicle near the school. An official from the Texas Department of Public Safety said that upon entering the school, the shooter fired at "children, teachers, whoever was in his way." "He was shooting everybody," the official said. Olivarez told CBS News that the shooter's grandmother was in critical condition as of Wednesday morning. The suspect, who was wearing body armor, exchanged fire with law enforcement officials and multiple officers were shot, the official said. The suspect was eventually fatally shot on the scene.

School Shootings Have Increased Recently; The Violence In Texas Is Among The Deadliest
School shootings have been on the rise recently, but the scale of carnage Tuesday at an elementary school in Uvalde, Texas, is by far the worst since the 2018 attack at Stoneman Douglas High School in Parkland, Fla. There have been 26 school shootings this year and 118 incidents since 2018, according to Education Week, which has tracked school shootings over the last four years. The highest number of shootings in this span, 34, occurred last year. There were 10 shootings in 2020, and 24 each in 2019 and 2018. Until Tuesday, six people had died in school shootings since 2018, including five students or children, and 40 were injured. The shooting at Robb Elementary in Uvalde has rewritten the data. In the Edweek statistics, a school shooting was defined as when a firearm was discharged and when any individual, other than the suspect or perpetrator, had a bullet wound resulting from the incident, which had to occur on a K-12 school property or on a school bus while school is in session or during a school-sponsored event. The most deadly shooting at a U.S. school occurred April 16, 2007, at Virginia Tech, when a 23-year-old student killed 32 students and faculty members in two attacks, then died by suicide. Next is the 2012 Sandy Hook Elementary School shooting in Connecticut, in which a 20-year-old killed 20 first-grade children and six adults, including four teachers, the principal and the school psychologist.

Watch: Man Shoots At Cops While Hanging Out Of Moving Car
Police are looking for a gunman who was captured on video Saturday hanging out of a speeding car's passenger-side window, leveling a pistol at a pursuing Detroit Police Department cruiser and firing eight shots. During a press conference at Detroit Public Safety Headquarters Monday, Detroit Police Chief James White said the 4 a.m. incident on Detroit's west side is an example of how drag racers and "drifters" are becoming more violent. The chase on eastbound Davison near Dexter ended when one of the gunman's bullets struck the squad car's engine block, White said. Another bullet pinged off the squad car's roof a few inches from the driver's head, the chief said. "We could be planning a funeral right now," he said. Investigators are looking for up to four people who were in the vehicle, White said. Police released photos of two of the people, who were called "persons of interest" in the case. The incident started when a Detroit police drag racing detail spotted a man hanging out of the car's window, Assistant Police Chief Charles Fitzgerald said. "The officers didn't know if they were going up to help someone who was about to fall out of the window or jump out," Fitzgerald said.

Active Shooter Incidents Rose 52% In U.S. In 2021, FBI Says
The United States had a 52% increase in “active shooter” incidents in 2021 compared to the previous year, according to FBI data. The report was released this week, nine days after a white nationalist targeted Black shoppers at a grocery store in Buffalo, N.Y., and killed 10. It was released a day before 18 students and a teacher were killed at an elementary school in Uvalde, Texas, about 83 miles west of San Antonio. An active shooter is defined as an individual actively engaged in killing or attempting to kill people in a populated area, according to the bureau. A mass shooting is defined as multiple homicide by firearm incidents involving four or more victims at one or more locations close to one another. The FBI recorded 61 such incidents in 30 states last year — nearly 20% of which were also mass killings. All of the shootings combined killed 103 and wounded 140. The year 2020, which saw pandemic restrictions in many states for much of the year, had 40 mass shooting incidents that resulted in 38 killed and 126 wounded. The bureau noted there were 30 such deaths each in 2019 and 2018, and 31 in 2017. The independent research organization Education Week described Tuesday’s massacre in Texas as the 27th school shooting of the year.

Authorities Identify Man Who Died After Falling Off Cliff In Palos Verdes Estates
The man who died after he and three other people fell off a cliff in Palos Verdes Estates early Monday has been identified. The Los Angeles County coroner's office identified the victim as Jerardo Huitzil, a 25-year-old man. The four friends slipped and tumbled about 300 feet onto the beach below. Police were investigating the fall as an accident. Palos Verdes Estates police say Huitzil and three others were hanging out when one of them got too close to the cliff's edge, slipped and fell. Capt. Steve Barber of the Palos Verdes Estates Police Department said during a press conference Monday that the three people tried saving her from falling but they all fell. Huitzil died at the scene. A man who suffered minor injuries, managed to climb back up from the beach below and alert a passing officer at about 4:30 a.m., Barber said.

LA County COVID Hospital Cases Jump Back Over 400
The number of COVID-positive patients in Los Angeles County hospitals jumped over the 400 mark again, and the county reported nearly 3,600 new infections, according to the latest data. State figures show there were 419 hospital patients with COVID in the county as of Tuesday, up from 391 on Monday. Of those patients, 53 were being treated in intensive care, the same as Monday. Health officials have noted recently that the vast majority of COVID-positive patients in hospitals were admitted for reasons unrelated to the virus, and many only discovered they were infected when they were tested at the hospital. The overall number of hospital patients has held relatively steady in recent weeks in spite of a sharp increase in the number of COVID infections — a statistic health officials attribute to growing protection from vaccinations and prior infections. The number rose above 400 over the weekend but quickly fell, until rising again Tuesday. But the increase in cases has authorities on edge, noting that previous surges during the pandemic have led to swelling hospital numbers and eventually deaths.

LA Calls On State To Increase Climate Initiatives, Green Energy Investments
The Los Angeles City Council called Tuesday for the state to use some of its estimated $97 billion budget surplus to increase funding for cities and municipal-owned utilities to expand renewable energy infrastructure. Council members unanimously passed a resolution — introduced by Councilmen Mitch O’Farrell, Paul Krekorian and Paul Koretz — to seek modifications to the state’s budget to increase funding for cities and municipally owned utilities to expand its investments in decarbonization, electrification and electric vehicle adoptions and infrastructure. “Unless we speak up now and collaboratively on all of our priorities, this stunning surplus could be allocated for uses that do nothing to supercharge our efforts at transitioning into a 100% carbon-free future, eliminating single-use plastics, tackling our homelessness and affordable housing crises, or helping catapult Los Angeles into an equitable, accessible, world-class public transit city,” said O’Farrell, who chairs of the Energy, Climate Change, Environmental Justice, and River committee.
